No paperwork defined process. Even if there was you need to understand your private status, act accordingly and interact with the system in a whole new way. Any paperwork (there are a variety of theories) is only a single part of a bigger picture.

some have picked up on integrating ‘private person’
but this is the first and only on dedicated to it
there are examples of USA use of ‘private person’ on this site also
you should be aware “U.S. citizen” carries specific meaning not usually in your best interest

Are there Websites for U.S. citizens with the education to claim rights as a private person?
I think this whole thing can be summed up with this definition: semantic deception
1. watch the “Do Common Law Courts Exist?” course to fully answer this question. Porisky abandoned his winning position in his later tax evasion trial as has most everyone else. Big mistake methinks and knows.
2. a private person must defend their own rights by claiming them and must persist in requiring a system (that does not want to respect those rights) to act according to law. A group of people can speak out on behalf of an individual or other group demanding their rights be respected. It is a form of shaming those in power to act lawfully who would rather not act lawfully.
Just because some people act in criminal ways does not mean there are no principles of peaceful co-existence, NO laws and no one respects them. Rights and common law are an agreed to set of rules most choose to play by, some choose not to or only when convenient or deemed necessary (by public shaming and potential loss of their power).
