You are requesting clarification as to the meaning of the statement Revenue Receipt Number for Treasury Use Only which is printed on the reverse side of older birth certificates.<\/p>\n<p>The &#8220;Revenue Receipt Number\u009d is a document control number for audit and control purposes. The number served the same purpose as the unique document numbers found on current birth certificates and is utilized to audit certificate stock for proper and authorized issuance as well as facilitating the reconciliation of revenue and payments for services which have been issued or provided. This number serves no other purpose than described above and does not create a financial relationship between the certificate holder and the Government of British Columbia.<\/p>\n<p>The reference to the word &#8220;Treasury&#8221; is the equivalent to the current Ministry of Finance which is the central body for collection and issuance of public monies.<\/p>\n<p>The birth certificate certifies the registration of the birth, and nothing more. It is not a commercial instrument, a bill or a bill of exchange.
